Seems those of us who paid for our twic's and have them will be getting a refund from the GOV. They are trying to pass a bill that mom & pop charter operators will not be required to have them. I will locate the topic on this...

You've got it backwards.   It's not that YOU needed a TWIC card, it's that the GOVERNMENT needed you to have a TWIC card so they could get into your pocket once again.
